Tour de California weather cancelled stage

Well tuned into vs to try to learn a bit more about this segment of the sport. Saw the scroll that it appeared weather cancelled or postponed stage 1. Which begs the question what type of weather causes one to cancel a stage?? Granted it could be different in different situations. The auto racing analogy is that Nascar can't run on the ovals with even the slightest bit of ran, Indy cars won't run the ovals with any rain but the road courses can be wet to a point. For f1 to stop a race it must be a monsoon.

Granted it may be stage related. If you have a stage that has a lot of downhill where the bikes are at high speed, there probably is less room for error than a climb in the same weather. The riders should have a say in the decision, but not necessarily make the final decision. How do they handle the delay. Do they push everything back a day? Just not ride that stage?

Snow and ice is a no brainer for everything but skiing, snowmobile racing and motorcycles with studded tires. Frankly I wouldn't blame the riders that if they had tried to run it for them to just withdraw.

You have to feel for the local businesses that were hoping to see a little extra in the paycheck as a result of that stage. Snow in May just doesn't seem right.
