I think he meant sandpaper on the pads. But yes, never ever sand your rims regardless the brand.

One thought; have you washed the bike or the wheels lately. or changed a tire with soap to seat the bead? I use Dawn Ultra in a spray bottle for all of the above, and a little left on the brake track will make them squawk for a long time. Even riding through puddles will take miles to fix it.
