When all else fails break out the 4" angle grinder, works on most any surface and substance Being a Jeep guy I'm sure are already versed in the use of the grinder !

Go-jo hand cleaner works real well for taking that stuff off. They have one that has some grit to it. A little rough on the hands, but might be better for removing stuff like glue on your handlebars. Apply it and let it stand for a few minutes then rub it off.

or, it works enough on you that you don;t even worry about that dang glue anymore and come up with your style of wrapping, ha ha ha. thats how it would work on me
