Truing Wheels

Can someone give me the basics on how to true a wheel? I have a spoke tool but am not sure how to start.

I will refer you to Sheldon Brown. This article is actually about wheel building, but does a great job of explaining how to true a wheel.

I recommend getting a trueing stand and a wheel building book. Start with trying to build a wheel and you will learn a lot of how and why spokes/rims/nipples do what they do. If you just want some tips/info Sheldon Brown will be a help. Also, you could talk to your LBS. Some shops do give classes/demoes on how to do this. It takes time to master truing and building wheels. Practice makes perfect.
