When to change Handle Bar Tape

When do I need to change the tape on my handle Bars? It's not coming off yet but it's getting gross and it's not nearly as cushy as it used to be. Is there anything I need to do to re-tape it right?

When it gets to looking too grungy, or starts ripping that's the time I retape my bars.
To retape it right? go slow, be careful around the brake levers some of the cork tapes
can tear/break if pulled too tight.
I always fold the brake hoods back so when I'm finished the hoods partially cover the
tape, looks very good.
Personally, I like cloth tape, shellacked for that classic look.

Anyone know where I can get some funky colored bar tape? My lbs has base colors but I am looking for something with a little more personality.

That's a cool video. I would have done it wrong if I had never seen this. It seems like a common sense thing but I guess it's not.
