clothing question

Being a rookie ( until May of this year ) then my one year will be up, I am going to ask another pretty silly question. I am serious, I would never ask a question to mess with someone. Anyhow, I went and bought a pair of bib-tights this afternoon. I ride in cold so long as it's above 35 degree's. My question is this, do I wear the tights over or under my padded riding shorts? Looks like it would work either way.

If they're not padded, they go over. If they're padded, no need to wear shorts under.
