In my experience sufficient resistance could be had by shifting into a harder gear. Sufficient resistance for me might not be enough for someone with much stronger legs though. My rollers are from a neighbor's trash, so there maybe more built in resistance, in other words, maybe more friction in the bearings which are probably dry and rusty. My unit is not quiet.

I much prefer rollers, even old rusty ones, to trainers. I find trainers comparatively boring. Rollers are more fun.

It is my assertion that there is no such thing as a good inexpensive bicycle trainer. I have an old Turbo Trainer and it works pretty well, but its loud. I have used it so much that the roller that drives the fan had worn down by at least a 1/8th of an inch. so it gives me more load than it did when it was new.

I also have a pair of cheep rollers I got on Flea Bay (cost about eighty bucks with shipping) But the problem I have with them is that they are hinged in the middle and when I set them up to ride they are slightly "off" so they don't track perfectly. They kind of dogleg a bit and it bugs me. I was thinking about building my own set of rails for them just so I could look down and see my top tube go strait. They are a lot less noisy and I have been putting up with them for about seven years.

I wish Al Kreitler sill made a decent pair of rollers (you know the wood ones that had the dished cylinders) But I guess both he and is dog have gone to the big velodrome in the sky.(sigh)
