I am wearing a pair of woman's style road shoe on flats with stainless steel clips. I do like the style of shoe and performance, but very cold 45 degrees and under. I am thinking of getting the dual pedal with a flat and spd, and then have the option for the clipless or just use a regular shoe.

It really is a toss up.

What are the Frogs like compared to SPD's. Plus's/minus's. I am looking at the Specialized Elite Touring shoe and wondered if the Frogs would fit in just like the SPD's do, as opposed to sticking too far out the bottom.

Mtb bike shoes from Lake (I have a pair of insulated boots from them too) with Time pedals. I'm over 210lbs and on a steel bike, so the extra weight really doesn't matter, and beyond walking the mtn bike shoes are way more comfortable than the road shoes I had previously.
