Time Fork/Headset

I picked up a used Time frameset and I'm trying to build it up. So the frameset already had the fork installed and the top cap for the steering tube was already installed. For whatever reason, I can't seem to get the cap off. I've tried to pull it out, unscrew it, etc but can't seem to get the thing to budge. Is there some trick that I'm just not getting?

I'm 99% certain that there's nothing holding it in there but I just wanted to know if there's something to it? Any ideas would also be appreciated.

More specific please... there is the allen head screw in the middle of the cap... you remove that and the cap...is stuck??? can you post some pics?
