Might be interesting, given sufficient space, to do a BMX track in the middle, with a velodrome-style road bike track around the perimeter. Tunnels or bridges to access the BMX track. Attached LBS and food/drink vendors to round out the revenue stream.
Lots of crazy/fun cross-over opportunities, between the two tracks, too. Keep people coming during slow times.
