Problem to fit 700c road wheel on Hybrid

I ride Cannondale Quick 4 with 700c wheel. And my brother change his wheelset for his Specialized tarmac.And i try to switch his road wheelset on my Hybrid
The front wheel fit fine with out any problem. But after i change the cassettes and try to put on Cannondale Hybrid. I found out the wheel is not wide enough for the fame.
are they different size for 700C wheel?? or any addition part i need to get it fit??

What size is marked on the tires?

the road tires show 700x23c-622
and the hybird tires 700x28
or which marked you talking about??

Your spacing between the rear drop outs (where the wheel fits to the frame) is probably 135mm. Road bikes are usually spaced at 130mm.
Measure the inside gap between the 2 sides (where the wheel hub goes in the frame) and let us know. That'll help us know what to advise.
