Tightening a headset

I am having trouble getting the proper adjustment on a new headset. It seems there is no middle ground, it is either loose or too tight. Any hints?

Are you sure it's seated properly? You'll never get it adjusted if it's not pressed in correctly.

Assuming its correctly seated, try cutting a section of old inner tube and place that under the strap, then tighten.

I think I have it now, the spacer was not on the top. It is now tight and pivots smoothly, thanks, Steve
