You can find used kid trailers for free/cheap if the fabric is damaged. Look around on Craigslist (where I get most of mine) and in 2nd hand stores. They will mark them down or even throw them away if there is damage, maybe even just a tear or missing top. You can use u-bolts (plumbing pipe hangers) to mount a couple 2 x 4s to a bare frame, to support plastic totes. Then you can adjust the gap between them also, if you have boxes with "stepped" shapes.

Also, you can cut lengths of 2x4 to fit inside and outside plastic totes, and screw them together, to make "steps" that will sit on the frame edges or support boards.

If you make it so that the support boards "hang" under the trailer frame by the u-bolts, (use the foot bar/brush guard in the front), the boxes/totes can easily sit on there with the frame rails being a "bed that keeps the boxes put even when stopping pretty hard.
