I was thinking that it might be a issue with the frame under the paint; if the frames is
flexing, could it cause the paint to ripple and not crack? Anyway, my buddy is taking the bike

I do my own simple maintenance & repair jobs but I use my trusted mechanic for important jobs.

I used a needle file and oil to file down the sharp edges and burrs. The rim sure looks ugly;
it pains me to look at it. I'll put a tube and tire on it in a couple of days to test it out.
