Paul Sadof of Rock Lobster has to my knowledge been building cross frames for as long as anyone in the US market and very likely has also made more than anyone else. This might not be a 'fact' but it is an observation from a long(er) time industry insider.
Frame is just a smidge under 4 pounds and fork is made strong with no regard to weight. Steel is a mix of whatever Paul feels is a fit for the rider weight and needs.
Pretty typical old school cross. Sensible, stout and stable. A healthy covering of discarded road parts and bar end shifters (but mounted with Retroshift).
