Is it worth $700?
It's only worth what someone is willing to pay. Is he looking for a vintage bike with character, or a daily rider?
Daily rider. The guy is a horse. Hard on parts.
Bad idea. And slap whoever set up that stem.

I live in downtown Baltimore. The friend in question lives in Ellicott City and likes hills.
Yeah, that looks more appropriate to a flyweight vintage weenie.
I'd go about 1 mile on that thing before it became a unicycle.
How heavy is that frame?
Probably less than those steel skewers.
Is it all aluminum?

It looks like a composite tt frame to me.
I wouldn't buy it. Is it worth the price is all relative but for the most part its in the ballpark of where it should be. Would probably sell on ebay between $500-$800 i would think. TT bikes are meant just for that, time trials. Not comfortable or practical as a daily bike or for much else in my opinion.
