Women's bikes tend to be smaller than men's bikes. They also have slightly shorter top tubes and/or stems, the geometry is a little different to accommodate the woman's anatomy and generally narrower bars.
Because the parts above and below a woman's waist have different proportions than men's bodies. Although I think only Rivendell truly understands frame design for women.
